Introduction
Moin Raza Khan brings over 40 years of extensive experience in oil and gas exploration and production. He served as the Managing Director and CEO of Pakistan Petroleum Limited (PPL) from January 2019 to September 2022. His overall experience with PPL spans 29 years across two tenures. During his time at PPL, he significantly contributed to the industry by adding 6.1 trillion cubic feet of gas through over 30 discoveries. His efforts generated over 12 billion dollars in revenue and taxes, creating numerous jobs and promoting community development. Under his leadership, PPL achieved its best-ever targets during his tenure.
One of Mr. Khan’s major achievements was the revival of the Reko Diq Project, one of the world’s largest copper and gold mining projects. He led the technical and commercial teams of a consortium of PPL, OGDCL, and GHPL to enter into a framework agreement, conducting comprehensive technical, commercial, financial, and legal evaluations. This averted an $11 billion penalty imposed on Pakistan by the International Court for Settlement of Disputes. The project, once operational, was expected to provide significant profits to PPL, doubling the company’s profitability at the time.
In addition to his work at PPL, Mr. Khan played a key role in winning the Abu Dhabi Offshore Block 5 through competitive bidding, marking a first for Pakistan-based entities. He served as the Managing Director of PIOL from April to September 2022. His extensive international experience includes senior positions at American Union Texas Petroleum, British LASMO Oil, and Italian Eni Pakistan, where he managed technical and managerial functions and oversaw foreign expatriate staff.
Mr. Khan holds a Master’s degree in Petroleum Geosciences from the University of Tulsa, USA, and a Gold Medal in M.Sc. Geology. He has authored over 40 technical papers and co-authored a book on Petroleum Geology of Pakistan. He is highly respected for his mentoring skills, with many of his mentees now holding senior positions in the industry. He is also known for his patriotism and dedication to serving his country.
